Reducing the impact of HS2

How we’re working to ensure HS2 Ltd minimises the impact of construction on residents and businesses.

Assurances

We secured nearly 150 assurances from HS2 Ltd to help reduce the impact of HS2 on local people and businesses. An assurance is a formal promise made by the Secretary of State for Transport, acting through HS2 Ltd, to impacted individuals, communities, and organisations.

These include commitments from HS2 to restore lost green spaces, reduce construction traffic on the road where possible, and invest in local jobs and skills. Read the full list of assurances we secured.

Minimising the impact of noise and vibration

HS2 offers a range of options to support vulnerable residents and those experiencing noise and vibration caused by HS2 works.

Noise insulation scheme

Some residential properties may be eligible to apply for HS2’s Noise Insulation Scheme. The scheme offers a series of measures:

  • Secondary glazing – an extra pane of glass is fitted behind your existing window frame to help reduce external noise. 
  • Solar blinds or film – if you need to shut your windows to reduce noise, solar blinds or film can help to keep your property cooler on sunny days.
  • Mechanical ventilation – These units help draw in filtered air from outside so you can close windows to block out noisy works but keep your property ventilated.

The fixtures are installed free of charge to qualifying properties and are maintained by HS2 until the construction is completed.

Mechanical ventilation reimbursement

If you have a mechanical ventilation unit, you can claim an annual payment from HS2 to help cover the electricity costs. For 2024/5, you can claim £36 per unit.

You’ll need to contact HS2 annually to receive payment and the amount may vary each year depending on the price of electricity.

To claim your refund, contact HS2 by emailing [email protected] with the subject heading ‘MV reimbursement’ along with your full name, address and mobile number. Or call 08081 434 434.

E23 Scheme

HS2 recognise that their construction works may be particularly impactful for vulnerable residents. Additional support is available through HS2’s E23 scheme.

Parking arrangements in Euston and Regent’s Park Estate

Availability of street parking for residents and visitors will be reduced during the construction period. However, limited estate parking will be available with existing local residents given priority.

Replacement homes in Euston and Regent’s Park Estate

We secured funding from HS2 Ltd to build replacement homes for Regent’s Park Estate and Euston residents directly affected by the HS2 development.

Camden’s Community Investment Programme delivered 175 replacement homes for council tenants and resident leaseholders at eight sites on the Regent’s Park Estate. Along with shared spaces such as gardens, shop, workspaces and a community hall. 

Investing in green spaces, local skills and employment 

Some green space has been lost as part of the HS2 construction. We received £2.4mn from HS2’s Road Safety Fund, which is being used to create new green spaces and improve existing open spaces for the community to use during this period and in the future.

This funding is also supporting training and job opportunities through the Euston Skills Centre, which is helping residents access training, apprenticeships and construction-related job opportunities.
