What is a local land charge?

From Tuesday 20 September, we will be changing the way you request and make payment for a search.

LLC1 and CON29 will be split into two separate forms. This means that you will need to fill in a separate form for each search application type:

The 2 separate forms:

  • Official Local Land Charges search (LLC1) Which does not include VAT: and
  • Con 29 which will include VAT

We apologise for any inconvenience this may cause

We are currently seeing a higher demand for Local Land Charges Searches. Therefore, we are taking up to 30-35 working days to complete all types of searches. We are doing all that we can to reduce this as a matter of priority.

Please submit your search in plenty of time.

By working remotely we are able to process existing and new search requests. 

Unfortunately, we are no longer able to accept paper Land Charge searches. We ask that you instead use the links below to apply online.

A local land charge is a restriction on a piece of land or property. It can limit its use or be binding on successive owners.  It provides prospective purchasers with information about the property. This includes:

  • conservation areas
  • tree preservation orders
  • conditional planning permissions
  • financial charges
  • miscellaneous charges
  • listed buildings
  • light obstructions notices.

How do I apply and how much does it cost?

There are 4 different types of search applications:

1. An official Local Land Charges search of the register:

You will receive the official Camden certificate within 20 working days. The basic charge is £43 VAT exempt, per property, payable online.

Fee: £43.00 VAT exempt.

Additional charges may be required if more properties are involved. If you are unsure, please contact the local land charges team.

2. An official Local Land Charges search CON29 Part 1

You will receive the official Camden certificate within 20 working days. The basic charge is £137.17 + 20 per cent VAT per property, payable online.

Fee: Excluding VAT - £94.17 - Including VAT @ 20% = £113.00

Additional charges may be required if more properties are involved. If you are unsure, please contact the local land charges team.

3. Optional Local Land Charges search CON29 Part 2

You will receive the official Camden certificate within 20 working days. The basic charge is £20.00 + 20 per cent VAT per question, payable online.

Fee:  £24.00 (inc. VAT) per question

4. Assisted Local Land Charges search

You will receive the results by email within 20 working days. The basic charge is £28.00 VAT exempt per property payable online. Limited to 3 per organisation or person per day.

Fee: £28.00 VAT exempt per property

If initially you are charged too much or too little, we ask for a contact number so we can adjust the charges if necessary.

If you are buying or leasing a property, you will want to know the details of all entries registered against it that fall within the definition of a Local Land Charge (LLC). This might be for example a local land charge expressly made by statute. Another example is a charge which is a restriction or prohibition on a parcel of land securing payment or restricting use that is binding on successive owners.

The CON29 enquiry form provides prospective buyers with information which relates to the property being searched against and, in some cases, the area in which the property is situated. It provides information on items in existence, as well as items that are in the pipeline/being considered, and/or awaiting approval.

It is often these items that, without the CON29 enquiry form, would go unnoticed and have a material effect on the future use, development and enjoyment, as well as a financial burden of the property. Whilst some of the enquiries seem to replicate areas of the LLC Register, this is not the case, as the information revealed in response relates to notices or procedures prior to LLC Statutory Registration.

The vast majority of the information used to respond to the CON29 enquiries comes from within the local authority.

A CON29 enquiry form is completed by the local authority. A local authority-completed CON29 is backed by the local authority's insurance and is commonly referred to as an official CON29. Completion of the CON29 form is not a statutory function, but a contractual one upon payment of the required fee.
