Traffic Management Orders (TMOs) and estate parking

A Traffic Management Order (TMO) controls parking on specific estates. It sets out who can park on an estate and when.  

A TMO also allows civil enforcement officers (traffic wardens) to issue Penalty Charge Notices (PCNs) to vehicles that are parked incorrectly or causing an obstruction. 

Estates with TMOs 

We have introduced TMOs on the following housing estates: 

  • Agar Grove 
  • Ampthill Square 
  • Harben Road (including Harrold House) 
  • Maiden Lane
  • Ossulston 
  • Russell Nurseries 
  • South End Close 
  • West End Sidings 

We'll introduce TMOs on more estates in the future. We will contact you before making any changes. 

Why we're introducing TMOs 

A TMO helps to: 

  • prevent unauthorised parking 
  • keep estates clearer and safer 
  • reduce unnecessary driving  
  • improve air quality 

Parking rules for estates with TMOs 

Resident parking 

Only residents with a valid permit can park on an estate with a TMO. 

There are no allocated parking bays. This gives you more flexibility about where you park and makes it easier for us to install facilities in the future. These may include: 

  • electric vehicle charge points 
  • motorbike bays 
  • bike storage 

Visitor parking   

There is no visitor parking on estates with TMOs. Visitors can park on the surrounding streets. They can: 

Street parking is usually free outside the controlled hours. 

Penalty Charge Notices (PCNs) 

If you receive a PCN and believe it was in error, you should appeal it using the instructions on the back of the ticket. This must be done within 14 days. 

PCNs are enforceable by law. This means that: 

  • you must pay the maximum charge if you do not pay or appeal within 14 days 
  • any non-payment can be recovered by a debt collector  

Using your Blue Badge  

Blue Badge holders must apply for an estate parking permit to park on an estate with a TMO. If you do not apply for an estate permit you will receive a Penalty Charge Notice, even if you display a Blue Badge in your vehicle. 

To apply for an estate permit, Blue Badge holders need to provide their: 

  • Blue Badge 
  • proof of insurance 
  • mobility documents 

Once you receive your permit, you can park in general and disabled parking bays.  

Parking motorbikes  

Motorcyclists must park in the designated motorcycle bays. No permit is required. 

Enforcement  

The new restrictions will be enforced 24 hours a day.
