About Regis Road regeneration

For a number of years, the area around Regis Road has been identified by the Council and the local community in their neighbourhood plan as an area for development.  The Kentish Town Planning Framework, adopted in 2020, following extensive public consultation, sets out a vision and key aims for this area of the borough as an innovative and sustainable mixed-use neighbourhood.  This includes industrial, commercial and creative uses such as film studios, alongside high-quality homes, including affordable homes, with new green public spaces and improved connectivity, which support a diverse local community.

In 2023, Camden took a proactive approach to help bring forward regeneration in this area through a conditional land sale agreement with experienced London developer Yoo Capital.

Yoo Capital’s role

Yoo Capital is an investor and developer. Yoo Capital's vision for the area, which includes a Camden Film Quarter, was the subject of a public consultation in 2023/2024, with Yoo subsequently submitting a Masterplan Vision to Camden for review.

Their vision is to transform the area into a new hub for film, creative, and cultural industries by building workspace to support new jobs, and by providing new high quality homes.

Yoo Capital are responsible for creating future plans for the Regis Road and Holmes Road depot sites and for the wider area. They will lead conversations with the community on their wider plans and on the new buildings.

The terms of the land sale arrangement require Yoo Capital to achieve the following:

  • Develop their Vision into a wider masterplan for the Regis Road Area, which can deliver the expectations of the Planning Framework;
  • Get planning permission to develop the Holmes Road Depot and Regis Road recycling sites as part of the wider masterplan approach;
  • Deliver new homes and facilities to replace what is currently on the two sites;
  • Ensure 50% of all new homes are affordable (in addition to re-providing the existing homes)

The Council expects Yoo Capital to work with landowners, local residents and stakeholders throughout their design and development process.

What this means for residents of 76 & 78 Holmes Road

The Council will support residents of 76 & 78 Holmes Road throughout the process.  

Any development would not happen for a number of years.  If the plans do go ahead, secure tenants would be able to remain a council tenant. Secure tenants would not have to move out of the area unless they want to and would have the option to move to a brand new home in the new development that meets their needs.  

The Council will also support leaseholders to ensure they get a fair deal and will work with private rented tenants to provide adequate time to plan ahead.

Regis Road Area Guidance

The Regis Road Area Guidance draws on relevant aspects of Yoo Capital's Masterplan Vision, while also building on the Kentish Town Planning Framework vision and objectives and reflecting changes in local planning since 2020.  Importantly, it is a separate Camden document, which will provide guidance for comprehensive development in the area.

Camden Council ran a public consultation on the draft Regis Road Area Guidance from November to December 2024, using consultation pages on Commonplace, and holding a public exhibition with drop in sessions at Kentish Town Library.  The feedback will play a crucial role in shaping the future of this important part of Kentish Town.

What happens next

The Council will consider feedback to update and revise the draft Regis Road Area Guidance, and a consultation feedback summary will be published on this website.  In early 2025, the Council will decide whether to adopt this document as an addendum to the Kentish Town Planning Framework.  If adopted, this guidance will be a significant factor in determining future planning applications within the Regis Road Area.  

Yoo Capital will continue their community engagement in preparation of their planning application and will contact local residents, businesses, community groups and other stakeholders.

The Council’s Area Regeneration team will continue engaging with residents of 76 and 78 Holmes Road to work towards clear and detailed future options for all residents. The Council want to make sure that when the development goes ahead, tenants have a home that meets their needs and that leaseholders get a fair deal.
