Forum redesignation consultation 2019

The Hampstead Neighbourhood Forum has applied to the Council to be formally redesignated as a neighbourhood forum, in accordance with the Town and Country Planning Act (1990) and neighbourhood planning regulations. The Forum was established in 2014 and after five years in operation must now apply if it is to continue to be formally designated for a further five years.

No changes are being proposed to the designated neighbourhood area, which is shown in the application for information.


If the Council approves the application, the Hampstead Neighbourhood Forum will be able to review policies in the adopted Hampstead Neighbourhood Plan (see below). A neighbourhood plan is a statutory planning document setting out general planning policies for the development and use of land in a neighbourhood.


The consultation is now closed. The Council will make a decision on this application on 25th October 2019.

Neighbourhood Area and Forum Designations 2014

On 7 October 2014 London Borough of Camden approved the designation of the Neighbourhood Area and the Neighbourhood Forum. A public consultation on the Forum and Area applications took place between 12th June to 25th July 2014.

Plan submission

The Hampstead Neighbourhood Forum submitted the final draft of the Neighbourhood Plan and supporting documents to the Council. A six week consultation on the Submission Draft version of the Neighbourhood Plan ended in December 2017.

The Examiner’s report considered the representations made during the ‘Submission Draft’ consultation and whether the Plan meets the ‘Basic Conditions’. Subject to the policy modifications being made, the Examiner was satisfied that the Plan should proceed to a referendum.

The Council decided on 26th March 2018 to accept all of the Examiner’s recommended modifications to the Plan.


To meet the requirements of the Localism Act 2011, a referendum was held on 21st June 2018. The referendum question was: “Do you want London Borough of Camden to use the Neighbourhood Plan for Hampstead Town to help it decide planning applications in the neighbourhood area?” Of the votes cast, 91.5% voted in favour of adopting the Neighbourhood Plan. The turnout was 20.5%.

The Council adopted the Neighbourhood Plan on 8th October 2018.

Minor modifications to the adopted Plan

A minor modification was then made to the Plan (12th October 2018) to correct an error relating to a Local Green Space boundary (Oak Hill Park).

A further minor modification was made to the Plan (15th February 2019) to correct an error relating to a Local Green Space boundary (Branch Hill House).
