A Disabled persons Freedom Pass gives free travel on:
- most public transport in London, 24 hours a day including the underground, London Overground, Docklands Light Railway and Croydon Tramlink.
- most National Rail services within the London area - after 9.30am on weekdays, all day on weekends and public holidays
- local bus services in the rest of England between 9.30am and 11.00pm Monday - Friday, all day on weekends and public holidays
If the pass is used on National Rail beyond the Greater London area, the extra onward cost must be paid before boarding the train.
Who can apply?
You can apply if you live in the borough of Camden. You will need to provide proof of address.
You may be eligible if you:
- are blind or partially sighted
- are profoundly or severely deaf
- are without speech
- have a disability, or have suffered an injury, which has had an effect on your ability to walk
- don’t have arms or have a long-term loss of the use of both arms
- have a learning disability
- would have your application for a driving licence refused for reasons other than because of drug or alcohol misuse
You’ll automatically qualify if you already qualify for:
- Personal Independence Payment (PIP) and score 8 points or more in the 'moving around' or ‘communications’ element
- Higher Rate Mobility Component of Disability Living Allowance
- War Pensioners’ Mobility Supplement
- Certificate of Visual Impairment (CVI)
You must provide all the relevant pages of the PIP benefit letter.

If approved, Your pass will be sent to you within 7 to 10 working days. If we need additional information we’ll contact you.
Passes issued by other London councils
You will need to complete a new application if your pass is issued by another London council. If you automatically qualify, you will need to provide a copy of your entitlement letter dated within the last 12 months.

Update or replace your pass
If you need to update your pass or need a replacement, visit the London Council's website.
Freedom pass renewal 2024
If your Freedom Pass expires by 31 March 2024, we have made the renewal process easier for you. There is no need for you to contact us.
You do not need to contact us as we will check your continued eligibility for a pass. If you remain eligible for the scheme, your pass will be reissued and posted to you between February and March 2024. If we need any information, we will contact you requesting the information we need to confirm your ongoing entitlement for your Freedom Pass.

Documents accepted include:
- a current Council Tax Bill 2023 – 24 or;
- a Utility Bill - Gas, Electric, Water, Telephone (not mobile phone bill) which must be dated within the last 3 months. Bank statements are also not accepted.
