Pre-application consultation statements

We adopted revised local area requirements in July 2018 and are currently in the process of updating this guidance page. Check the list of Local Area Requirements July 2018 for the most up to date information before submitting your application.

A pre-application consultation statement will need to be sent with your planning application:

  • where your proposed development is likely to lead to significant public interest.

  • when a pre-application consultation statement is needed
  • what information this document should include

When is a pre-application consultation statement needed?

A pre-application consultation statement should be sent with applications for:

  • major developments
  • developments in sensitive areas, such as conservation areas or areas of historical importance. These are likely to give rise to significant public interest

Drafting a pre-application consultation statement aims to allow the local community to express their views on a proposed development. This is before an application is submitted.

What information should be included in a pre-application consultation statement?

A pre-application consultation statement should include the following information:

  • details of any meetings and consultations that have been carried out with the local community to discuss the proposed development
  • details about how the views of the local community have been considered in drawing up the application

How do I submit a pre-application consultation statement?

If you apply for planning permission online using the Planning Portal, you can upload your pre-application consultation statement. This is after you have completed the relevant application forms.

Before uploading any files, please read our guidance notes for submitting electronic files with planning applications (PDF).

If you choose to submit a paper-based application instead, you will need to provide:

  • four copies of your pre-application consultation statement
  • four copies of the relevant application forms.
