Get pre-application advice on energy efficiency measures

Who can request free pre-application advice

This service is only available for single family dwellings, single flats or HMOs (residential houses in multiple occupation).

Why request pre-application advice

Pre-application advice, can help you find out:

  • if your proposal requires planning permission
  • whether your proposal is likely to be acceptable
  • our recommended changes

This could save you time and money by helping you identify potential issues before you apply for planning permission.

What the service includes

This is a free service, limited to energy efficiency measures as follows:

  • external wall insulation
  • replacement of windows and doors
  • secondary glazing
  • roof insulation
  • solar panels
  • installation or air source heat pump (ASHP)
  • green roofs

We will not provide advice for any other proposed development, such as extensions, alterations or other unrelated works.

If you are interested in the pre-app service which includes extensions, alterations and other unrelated works, visit the Pre-planning application advice service page.

What to do when you submit a request

When you submit a request for pre-planning advice you will be asked to give your:

  • name
  • address
  • contact details
  • agent details (if applicable)
  • energy efficiency measures proposed
  • the site location
  • any other supporting documents to help us assess your proposal such as existing and proposed drawings of the building and proposed measures, technical specifications etc.

What to expect from the process

Once we received your submission, a case officer will be assigned to it. They will contact you within 6 to 10 working days from your submission, depending on demand and officer availability.

You will receive the advice in an email. We aim to provide this within 4 weeks, depending on demand and officer availability.

The report will include:

  • whether the proposals are development and require planning permission or permitted development
  • whether your proposal is likely to be acceptable
  • any recommended changes to your proposal
  • guidance for validation requirements for your planning application
