What is a Design Review Panel?

A Design Review Panel is an independent and impartial panel of built environment experts e.g. architects, landscape designers and urban designers, who assess the design of a proposal with the aim of improving the quality of buildings and places for the benefit of the public.

Why do we need a Design Review Panel?

As well as helping to meet our aspiration of promoting ever greater design quality, the National Planning Policy Framework (NPPF) places a requirement on local planning authorities to have design review arrangements in place, stating:

“The Government attaches great importance to the design of the built environment. Good design is a key aspect of sustainable development, is indivisible from good planning, and should contribute positively to making places better for people […]

Local planning authorities should have local design review arrangements in place to provide assessment and support to ensure high standards of design. In general, early engagement on design produces the greatest benefits. In assessing applications, local planning authorities should have regard to the recommendations from the design review panel […]

In determining applications, great weight should be given to outstanding or innovative designs which help raise the standard of design more generally in the area.”

The Camden Design Review Panel

The Camden Design Review Panel is made up of 26 leading professionals and includes people working at the highest level in the fields of in architecture, landscape architecture, urban design, environmental sustainability, inclusive design, development economics and delivery.    

Camden's Design Review Panel is a service provided by Frame Projects and is funded independently of the Council. Applicants are referred to the panel by the Council as an external service and fees are paid by the applicant to Frame Projects for delivering this service.

The Camden Design Review Panel will provide independent and impartial advice on development proposals, at the request of planning officers. If an application is referred to the Design Review Panel, the person or company making the application pays for the Panel to consider it. The current charging rates are as follows:

  • Formal Review - £4,500.00 + VAT 
  • Chair’s Review/ planning application review - £2,000.00 + VAT 
  • Surgery Review - £1,200.00 + VAT
