Guidance criteria for pupils with special educational needs

This document (see below) sets out Camden Council's expectations for provision for children and young people with special educational needs and disabilities (SEND) and includes criteria for considering whether a child’s needs should be met from within the resources for children with additional needs, and/or whether the Local Authority (LA) should undertake a statutory Education, Health and Care (EHC) needs assessment.

The document includes guidance for making requests for statutory EHC needs assessment for children with SEND. 

School staff should plan to meet a child’s educational needs from resources available within the school’s Local Offer other than for exceptional levels of need.

This guidance is based on the Children and Families Act 2014 and the Special Educational Needs and Disability Code of Practice: 0-25 years, 2014. It refers to the Code and sets out the procedures that Camden Council expects to be followed. It gives information about process and threshold criteria on which decisions about the level of provision that is needed for individual pupil’s progress are to be based.

This guidance will be revised for September 2015 as new attainment measures replace generalised reference to National Curriculum levels in 2014-2015.
