What is a Disabled Persons Freedom Pass?

Disabled Freedom Pass

The Disabled Persons Freedom Pass is a travel pass that allows Camden's disabled residents, with a permanent disability affecting their mobility, free travel within the greater London area.

The pass is valid on London Transport buses, London Overground, London Underground, Docklands Light Railway, National rail services and London Tramlink.

How do I join the scheme?

You will need to provide proof of your sole or principal residence in Camden, proof of age and a passport-style photograph.

Am I eligible?

Applicants must be over five years of age and have their sole or principal address in the London Borough of Camden. Proof of address is required.

Applicants qualifying for both the older persons and Disabled Persons Freedom Passes will be supplied the Older Persons pass; both passes now have the same benefits. Please note that only one pass can be held, by any person, at a time.

As of 1 April 2001 the Transport Act 2000 introduced seven new criteria for the issue of Disabled Persons Freedom Pass. You can apply if you:

  • are blind or partially sighted
  • are profoundly or severely deaf
  • are without speech
  • have a disability or have suffered an injury which has a substantial and long-term adverse effect on your ability to walk
  • do not have any arms or have long-term loss of the use of both arms
  • have a learning disability, that is, a state of arrested or incomplete development of mind, which includes significant impairment of intelligence and social functioning
  • would, if you applied for a driving licence under Part III of the Road Traffic Act 1988, have your application refused pursuant to section 92 of the Act (physical fitness) other than on the grounds of persistent misuse of drugs or alcohol.

The only benefits that automatically qualify you for a Freedom Pass are the:

  • Higher Rate Mobility Component of Disability Living Allowance
  • The War Pensioners’ Mobility Supplement

Applicants who do not meet any of the above automatic criteria may still be eligible for a pass even though they do not automatically qualify.

What should my photo look like?

Your photo must be:

  • passport-sized (45mm x 35mm)
  • a recent photo (a true likeness of you now)
  • in colour, be clear and in sharp focus, with no shadow
  • taken against a light grey or cream plain background
  • good quality (not damaged)

When having your photo taken, you should:

  • face forward and look towards the camera
  • keep your eyes open and make sure they are visible (no sunglasses)
  • keep your mouth closed, with a natural expression (not grinning or frowning)
  • show your full head, with no hat, face covering or head covering (unless this is for medical or religious reasons)
  • if you wear glasses, make sure there is no reflection or glare from them, and make sure the frames do not cover your eyes

How much does it cost?

The pass is free, but you will have to provide one passport-style photograph with your application at your own cost.

If the pass is used on national railways to travel beyond the greater London area, the extra onward cost of the journey must be paid before boarding the train.

When is the Pass valid?

The Disabled Persons Freedom Pass is valid 24 hours a day, seven days a week on the bus, Tube, Docklands Light Railway, Tram and London Overground networks.

However, for National Rail services within Greater London, the pass is valid only after 9.30am on weekdays, but is valid all day on weekends and public holidays.

When is the Pass renewed?

Most current passes will expire on 31 March 2015. From time to time we will check that Freedom Pass holders remain eligible for the pass.

When will I get my pass?

Your pass will be delivered to you by post (or via the Cashiers Office at Camden Town Hall Judd Street WC1H 9JE, if you requested the Cashiers collection option) within 7 – 10 days of your eligible application being successfully processed.

If for any reason additional information is required to process your application you will be notified in writing.
