Commissioning and partnerships
The Commissioning and partnership team is responsible for children’s Trust arrangements, strategic commissioning and managing external commissioning partnerships; development of a coherent, one departmental approach to service commissioning, service development and redesign based on the agreed Joint Commissioning Framework.
- Commissioning strategies
- Service review and redesign
- Specification and procurement of identified services
- Contract monitoring and management / service level agreements
- Direct management of major areas of strategy and commissioning - for example, CAMHS, disabled children, teenage pregnancy, young peoples sexual health, substance misuse, parenting and youth - through joint commissioning groups
- Local Public Service Agreement commissioning and agreed external funding streams
- Advising and working with service heads to ensure appropriate commissioning processes are followed
- Management of external commissioning partnerships, particularly with the PCT and voluntary and community sector, including managing the children’s provider market
- Integrated working - embedding the common assessment framework (CAF), implementing Contact Point and developing the lead professional role
